How to Apply
(Note: Applying to the Maryland English Institute is not the same as applying for admission to a degree program. Those interested in applying to a degree program at the University of Maryland College Park must submit a separate application directly to the University. Information about academic requirements, English language requirements and how to apply to a degree program at the University of Maryland can be found at the

In order to be admitted to the MEI full-time intensive English program, you must meet the following criteria:
- You must be a non-native speaker of English;
- You must be 18 years old or older;
- You must be a high school graduate.
If you are a transfer student, you must also meet the following criteria:
- You must be in good academic standing with the program you are seeking to transfer from;
- You must have met the attendance requirements of the program you are seeking to transfer from;
- You must not have violated the student code of conduct of the program you are seeking to transfer from.
FOR SUMMER 2013 SESSION (June 10 - July 26, 2013)
The Summer 2013 final deadline for overseas applicants requesting an I-20 in order to obtain an F-1 student visa is May 1, 2013. Please keep in mind that applications must be submitted with enough time to apply for and obtain a visa before the semester begins on June 10, 2013. This may mean that your application should be submitted before the final deadline.
If you already in the US and need to transfer your I-20, we should receive your application by May 23 in order to process your transfer.
If you are already in the US and are a citizen or permanent resident, we can accept your application at any time through June 4.
FOR FALL 2013 SESSION (August 27 – December 11, 2013)
If you are already in the US and are a citizen or permanent resident, we can accept your application at any time through August 15, 2013;
If you already in the US and need to transfer your I - 20, we should receive your application by August 7, 2013 in order to process your transfer;
If you are applying from another country, we should receive your application by July 15, 2013 (Please keep in mind that applications must be submitted with enough time to apply for and obtain a visa before the semester begins on August 27, 2013. This may mean that your application should be submitted before the final deadline.);
MEI Application Form
All individuals seeking admission to the Maryland English Institute must complete an application form. Applicants for the Fall/Spring program should submit the form for Fall/Spring. Applicants for the summer program will need to fill out the summer application form. See the summer program information pages for more details.
I-134 Affidavit of Support Form
For applicants who have a private financial sponsor who is a U.S. citizen or permanent resident, this form must be filled out, notarized, and submitted by the sponsor. See page four of the MEI Application Form for additional information.
Transfer Form for Applicants Transferring from Another Institution to MEI
This form must be completed by F-1 and J-1 applicants currently residing in the United States who will be transferring to MEI from another institution and who do not intend to depart the U.S. prior to the beginning of their program of study at MEI. This form is necessary for issuing a transfer I-20 in order to transfer from another institution to MEI. Please submit the original transfer form with the MEI application form. MEI only accepts transfer students who are in good academic standing, who have met the attendance requirements and who have not violated the student code of conduct of the program from which they wish to transfer.
MEI Student Transfer Policy (Outbound)
Newly Admitted Students Who Have Not Registered at MEI
Newly admitted students are expected to enroll in and attend MEI. In rare cases, a newly admitted student may face an unexpected situation and need to transfer to a different institution before s/he registers at MEI. Such a student must make an appointment with the MEI Director to request a transfer before the first day of the Intensive Program classes (two days after the MEIPE entrance exam is scheduled). A student who has already enrolled at MEI and needs to transfer must follow the transfer procedure for current students (see below).
Current Student Request for Transfer to Another Institution
Current students in the MEI full-time intensive program wishing to transfer to another school for the next semester must do so within 60 days after the last day of the program. To do so, they must complete and submit the following forms and documents to the MEI Program Management Specialist in Cole Student Activities Room 1117 before the deadline set for each semester and summer session:
- MEI Exit Plan Form
- SEVIS Release Form
- Transfer release form from the new school
- A letter of admission from the new school (the letter does not need to be submitted at the same time as the above documents, but must be submitted prior to the release of SEVIS records).
The MEI Director reviews and approves the transfer request. Next, an advisor in the Office of International Services completes the transfer-in form, then faxes and sends it to the new school. After the last day of the semester, the IES advisor will complete the transfer process by transferring the student's SEVIS record from the University of Maryland to the new school. From that time, the student is officially a student at the new school.
All I-20 requests take approximately 3 weeks to be processed if your application is complete. MEI will mail your I-20 and admissions packet via FedEx.
