Admissions Criteria

Master's Degree Applicants

To be considered for admission to the Department of Teaching and Learning, Policy and Leadership at the University of Maryland each applicant must submit an application and supplemental materials directly to the Graduate School.

Applicants to the Maryland Masterís Certification Program (MCERT) or Integrated Masterís Certification Program (IMCP) please download the MCERT Admissions Handbook for deadlines and admissions criteria.

The Department of Teaching and Learning, Policy and Leadership (TLPL) applies the following criteria to evaluate and recommend applicants for full admission to a master’s program:

Grade Point Average (GPA): A minimum undergraduate grade point average of 3.0 is required.

Official Graduate Record Examination (GRE) General Test scores: Applicants who are applying to the Master’s of Arts (M.A.) are required to submit scores in the 50th percentile or higher.  Master’s of Education (M.Ed.) applicants are NOT required to submit GRE scores.  Scores may not be older than 5 years.

Applicants applying to the following M.Ed., initial Teacher Certification Track Programs are required to submit
Qualifying scores on one of the following as part of their application: Praxis I PPST, Praxis CORE, SAT, ACT, or GRE.

  • Creative Initiatives in Teacher Education (CITE)
  • World Languages, On-campus M.Ed. with certificationNote: applicants to the Chinese Teaching specialization are permitted to submit their passing scores within their first semester, if admitted.
  • TESOL, On-campus M.Ed. with certification

In addition, admissions decisions also weigh letters of recommendation, writing sample (required for MA applicants) and statement of purpose.  

International Applicants - In addition to sending the materials required by the Graduate School and the Department of Teaching and Learning, Policy and Leadership, international applicants are required to submit additional documents such as Transcript translation, English Language Proficiency scores (e.g. TOEFL), Certificate of Finances, and visa status.
