Admissions

How do I apply for admission?

Application materials for Masters and PhD programs may be obtained through one of the following methods:

Complete an online application (http://www.vprgs.umd.edu/gems/admission.htm). Please include your telephone number and e-mail address. You can print the application, complete it, and mail it to us. Please include your e-mail address and telephone number.

Note: A secured server protects the privacy and integrity of the information you submit through the online application.

What are the Department of Education Policy and Leadership’s application deadlines?

The deadline for applying to Higher Education is January 9 and for Organizational Leadership and Policy Studies is February 28. These two program areas have Fall admission only.

For all the other program specialization areas:

Preferably before February 1 but no later than May 1 for Fall Semester

Preferably before September 1but no later than and October 1 for Spring Semester

What are the admissions criteria?

In addition to GPAs and test scores, all other application information is carefully reviewed before making decisions. The applicant’s statement of academic and professional career objectives is reviewed for clarity and compatibility with the EDPL program, as well as for evidence of careful and compelling reflective and analytical abilities. Prior experiences, letters of recommendation, and writing samples, if required, are also given thorough consideration.

Can the GRE/MAT requirement be waived?

No. All degree programs require applicants to take either the GRE or the Miller Analogies Test (except the Ed.D. program which is currently not admitting students while it is under revision.)

Do I need to have experience in education to qualify for admission?

No. While many students bring a background of employment in education to their graduate studies, they come from a variety of disciplines. Successful candidates are very interested in studying policy and leadership principles in a wide array of educational settings.

Can you accommodate part-time students?

Yes. Most classes are held once each week in the late afternoon or evening (either from 4:15 p.m. to 7:00 p.m. or from 7:00 p.m. to 9:45 p.m.) to accommodate part-time students and those with job and family commitments. Faculty are generally available for consultation during evening hours as well. Approximately half of our students pursue their studies part-time.

How do I check the status of my application?

Once you have applied, you will receive an email letting you know your application was received. This email will have instructions for logging onto the Application Supplemental Form (ASF) website (https://apra.umd.edu). Through this website, you will be able to check the information received to make sure it is correct, and make corrections if it is not. You will also be able to check the status of your application’s progress to find out what documents have been received.

Allow 10 business days for data entry before checking for missing items. In addition, you can log onto TESTUDO and click on the admission link (http://www.testudo.umd.edu/admissions/) to reach “Graduate School Application Status.” You will be able to determine if your application is pending, but this method will not let you know what materials are missing.

How do I ensure that my supporting documents are added to my file?

Whenever you contact the university, please write your full name exactly as it appears on your application; your social security number or UM student identification number (if you have one); your date of birth; and the program to which you are applying. Please make sure that all of this information is always included in your correspondence with us.

How will I know if I am admitted?

Once the Department has reached an admission decision, a recommendation is sent to the Graduate School. Formal admission to the University of Maryland is offered only by the Graduate School. An official letter is sent to the applicant by the Dean of the Graduate School. The Graduate School also sends a letter to notify applicants who are unsuccessful in gaining admission.

When can I expect a decision?

Department admission committees begin the review process after all the application requirements have been met and all the documents have been received by us. After the application is complete, it is forwarded to the admission committee who makes recommendations for admission within 6-8 weeks.

Finances

Am I required to submit an application fee if I previously attended the University of Maryland, College Park?

An application fee is not required if you were previously admitted AND attended one semester as a graduate student at College Park.

What types of financial aid are available?

The Department of Education Policy and Leadership has a very limited number of fellowships to offer incoming students each year. Fellowships are also limited in duration. They are awarded in early March and are strictly merit-based. All doctoral students are considered; no separate application is needed. However, graduate assistantships and scholarships are available from outside of EDPL through other departments as well as outside sources such as organizations and grants.

In addition, please be sure to join the EDPL listserv to receive announcements about graduate assistantship opportunities sent by other graduate students and faculty members. These announcements appear randomly throughout the year as positions open up.

Are international students eligible for financial aid?

Yes. Your application form will include a question on whether you wish to be indicated for financial aid. You are also advised to look for graduate assistantships elsewhere on campus (see previous FAQ).

Admitted Students

Registration and Schedule of Classes

Access the TESTUDO web site to register, drop/add courses, view unofficial transcripts, check your account balance and lots more!

To find out what classes are offered and check which are full, go to www.testudo.umd.edu and then to the Schedule of Classes link. Select the semester, then select “Course Listings,” and then the department (EDPL).

For walk-in appointments, go to the first floor of the Mitchell Building (301-314-8240).

To register for coursework, go to www.testudo.umd.edu and select the Records and Registration link. You will be asked to enter your student identification number (usually your social security number) and your PIN number to gain access. If this is the first time you are using TESTUDO, your PIN number will be your birth date in the 6-digit MMDDYY format. After entering it for the first time, you will be prompted to select another PIN number of your choice.

Tuition and Financials

To make online payments and check your account balance, go to TESTUDO and select the Financials link. If you have billing questions or problems, please call the Bursar’s Office (301-405-9041). Be sure to register on time to avoid being charged a late registration fee of $20.

Immunization

The University of Maryland requires all new students to provide documentation of measles, mumps and rubella and tetanus/diphtheria vaccination. Additionally, all students residing on campus must be vaccinated against bacterial meningitis or sign a waiver. Contact immunization@health.umd.edu with your questions.

Photo ID Card

A UMD student ID card is essential to have and can be obtained at the Public Inquiry Counter in the lobby of the Mitchell Building Monday through Friday between the hours of 8:30 and 5:00. You may call 301-314-8219 to schedule an appointment for a photo ID card after hours or on a Saturday.

Setting up an Email Account

You can get your University of Maryland Email and Printing account at the Office of Information Technology (OIT) in the Computer Science Building. You will need your UM Photo ID card (see above). Using the Libraries at UMD

The University of Maryland has eight libraries and a vast array of electronic resources as well. Typically, to use the campus libraries you must have a permanent UMCP photo ID card with an activated barcode. To learn more about our wonderful library system go to http://www.lib.umd.edu/.

Join the EDPL Listserv list

The EDPL listserv is used to announce upcoming events, post assistantship job announcements, scholarship info, post important deadlines, promote new courses, etc. All EDPL graduate students should sign up as soon as possible. To join EDPACOMM all you need is an email account. To subscribe, send the following email message -- Subscribe EDPACOMM firstname lastname -- to this address: Listserv@listserv.umd.edu. You will receive a confirmation message when you successfully subscribe to the list.

Tuition Remission for Graduate Assistants

If you have a graduate assistantship with the Department of Education Policy and Leadership, Stephanie Goodwin, Director of Admission will send out a reminder for all graduate assistants to complete the appropriate “Request for Tuition Remission” form (electronic or paper form). NOTE: If you drop a course after the posted deadlines, you will be personally responsible for the tuition.

Transportation and Campus Parking Permits

The Shuttle-UM and Alternative Transportation links on the Department of Transportation Services will give you all the information you need on getting to and from and around campus if you don’t drive (shuttle schedules, maps, Metro connections etc.).

The Office of International Education Services

The Office of International Education Services (IES) provides a wide range of information and services to International students and scholars at the University of Maryland including:

• The evaluation of transcripts for all applicants who have completed academic coursework outside of the U.S.
• Orientation services for International students admitted to the University.
• Counseling students on immigration concerns, financial problems, and cross-cultural issues.
• Assisting departments in obtaining appropriate visas for visiting scholars and faculty members.
• Providing advisement and programs for American and international students interested in studying outside the U.S.

Are there any specific admissions requirements for international graduate students? Where can I get my transcripts evaluated?

Yes. The Graduate School does have specific requirements and deadlines for international graduate students. Please check the following website for the most up-to-date information: http://www.gradschool.umd.edu/catalog/admit_international.html

In general, international students are asked to provide all of the following:

Academic Credentials: To assure full consideration, complete application and official transcripts or mark sheets in the original language with literal English translations should be received in the Enrollment Services Office in accordance with deadlines stated by the Graduate Program.
English Proficiency: Applicants must demonstrate English language proficiency by taking the Test of English as a Foreign Language (TOEFL) since all international students are expected to read, speak, understand and write English fluently. International applicants who wish to be considered for a teaching assistantship may be required to take the Test of Spoken English (TSE).
Financial Resources: Each applicant must furnish a statement of financial status to the Office of International Education Services (IES). The amount required for tuition and living expenses each year will be indicated in the Graduate Application.
Immigration Documents: IES will issue to applicants admitted for graduate study the forms necessary to obtain U.S. visas from your country U.S. Consular Office for appropriate student immigration status.

I am an international transfer student. What do I need to know?

An international student in the United States who wishes to transfer institutions is required to follow certain procedures. The Office of International Education Services will assist you in this process. Please go to http://www.intprog.umd.edu/ies/student_status/TransferProcess.html for detailed information.

Immunization for international students

The University of Maryland requires all new students to provide documentation of measles, mumps and rubella and tetanus/diphtheria vaccination. It is the responsibility of international students to determine any other immunization requirements. Please go the Health Center website and/or contact immunization@health.umd.edu with your questions.

Is there an orientation for international students who are admitted to the University of Maryland?

Yes. The Office of International Education Services provides a very useful orientation for international undergraduate and graduate students. Current information on dates and reservation forms can be found on the IES website under the link "Admission of International Students" or http://www.intprog.umd.edu/ies/OrientationF04.html.

The International Student Orientation for Fall 2005 will be held on August 23-26.

IES also provides a number of resources to help you prepare for your move including information on housing, transportation, health insurance, cheap travel etc. A comprehensive Pre-Arrival Guide is available online.

Please also take some time to read the online International Student Resource Guide which provides information on wide range of topics including campus life, student organizations, day care, and adjusting to U.S. culture.

How do I find housing?

The University of Maryland does not provide housing for graduate students. However, the campus is conveniently located near the College Park MetroRail station (click here for map) and is also served by the Prince George's County and Washington Metro area bus transit systems (WMATA). Students living in Washington D.C. and Virginia commute to the campus on the MetroRail. The University also has its own Shuttle UM Transportation Service which provides free transportation for students living in various locations in Prince George’s and Montgomery County, Maryland throughout the year. You therefore have several options about where to live. The Off Campus Housing Services maintains an online database which will help you find a home that meets your particular requirements. Certification and Non-degree Students

How do I determine my eligibility for Administrator Certification?

General information about certification for the state of Maryland is available at http://www.marylandpublicschools.org/MSDE/divisions/certification/certification_branch/

Please review this website before you contact MSDE to determine your specific status.

Which EDPL program provides MSDE Administrator I Certification?

The Organizational Leadership and Policy Studies (OLPS) program in the Department of Education Policy and Leadership provides a Master’s degree program which has been approved for MSDE Administrator I Certification (Assistant principal or supervisor). Teachers and educational professionals who are currently certified or licensed and who have a Master’s Degree from an accredited institution may also obtain MSDE Administrator I Certification by taking courses in EDPL.

Note: It is the applicant’s responsibility to determine their eligibility for our program. You may do so by contacting the Certification Branch of the Maryland State Department of Education.

Can students who are not pursuing a degree take a course in the department?

Students not seeking a degree may be allowed to take course work in the Department. Two categories of non-degree status are offered by the Graduate School: Advanced Special Student and Visiting Graduate Student. Criteria for admission to either category are established by the Graduate School (see Graduate School Catalog for details).

Advanced Special Student (GRAD)

This status is designed for students who are not immediately interested in a degree program, but you wish to take graduate level courses. This status provides an opportunity for post-baccalaureate, post-master's, and post-doctoral students to take graduate level course work in line with their interests and abilities. The Advanced Special Student status is not intended as a qualifying program for doctoral and master's program, but up to 12 credits earned as an Advanced Special Student may be applicable to a degree program with the approval of departmental faculty.

Educators who already have a mater's degree and are seeking MSDE Administrator I Certification may take appropriate courses as an Advanced Special Student
