Master's Programs
Master of Arts (M.A.) in Education Leadership, Higher Education and International Education
This program provides students from diverse backgrounds with the opportunity to examine research and practice in Education Leadership, Higher Education, and International Education. Through the collaborative relationships in the department, students will conduct research, which will translate into practices to improve education in a wide range of settings. Individual student programs are developed with a faculty advisor.

Students may choose from among the following three areas of specialization:

Doctoral Programs
Doctor of Philosophy (Ph.D.) in Education Leadership, Higher Education and International Education
This program prepares leaders, policy analysts, scholars, administrators and researchers who will work in formal and non-formal, public and private educational settings, across local, state, regional and international contexts. Individual student programs are developed with and approved by a faculty advisor. Graduates of this program will contribute to policy and program development in a variety of education or education-related organizations, such as schools, school systems, colleges, universities, foundations, professional organizations, and government agencies.
Students may choose from among the following three areas of specialization:
Doctor of Education (Ed.D.) in Organizational Leadership and Policy Studies
The Ed.D. in Organizational Leadership and Policy Studies is designed to prepare educators for major leadership positions. The program is consistent with the standards of the Educational Leadership Constituent Council (ELCC) and the Maryland State Department of Education (MSDE). Graduates of the program are eligible to apply for Superintendent Certification in the State of Maryland.
Please note: The Ed.D. with Superintendent Certification admits new students in pre-arranged cohorts on a 3-year cycle. Please contact Dr. Carol S. Parham, Professor of Practice and Outreach Coordinator at 301-405-3580 to determine when the next Outreach cohort will be admitted.

Certification Programs
The Department of Education Leadership, Higher Education and International Education offers the following programs, which allow students to be eligible for Maryland State Department of Education Certification:
- Post Master's Administrator 1 Certification
- M.A. for Administrator 1 Certification
- Ed.D. for Superintendent Certification
